When a Li-Ion battery declares a capacity (e.g. 2400mAh), is there a standard discharge rate this is quoted for? 1C? 0.5C? 1A? I am talking about reputable brands [not a Chinese 5000mAh battery :-)

Nope.
You would have to look at the datasheet for the cell concerned.
They can be engineered for discharge rate or for capacity.
So what can I reasonably expect from, say, a 3400mAh 18650 battery? It delivered 2400mAh at a discharge rate of 1A (0.3C), 2800mAh at 500mA and 2900mAh at 300mA (0.1C). Should I consider this reasonable?
